Fort Canby, at the northern tip of the Columbia River mouth in Pacific County, Washington, was in 1913 an Army coastal defense post guarding the river's entrance. The river bar was notoriously dangerous to shipping, and the surrounding waters had claimed many vessels, so the post's watchful presence and the nearby Cape Disappointment lighthouse were part of daily life for the small community of soldiers, lighthouse keepers, and fishermen at Ilwaco. Across the water, Astoria, Oregon, was then one of the largest salmon canning centers on the Pacific, and its fleets and cannery trade shaped the economy of the whole lower river. The jetty work and channel improvements meant to make the bar safer were still ongoing, and the fort's guns and garrison were a reminder of how closely the river's commerce and national defense were tied together.
