In 1921, Grand Circus Park was a showpiece for a Detroit that had grown to nearly a million people in the 1920 census, and the city was still reeling from a sharp postwar slump that cut automobile production and sent many factory workers looking for jobs. The city's convention and tourist bureau had good reason to promote downtown, since hotels and theaters around the park relied on visitors. Prohibition had taken effect nationally the year before, and Detroit's position across the river from Canada made it a busy center of liquor smuggling, a trade that drew police and federal attention to the waterfront. The park's green, with its central plaza and ringed streets, gave residents and out-of-town visitors a formal setting at the head of Woodward Avenue.
