Joliet, Illinois, in 1914 was an industrial city on the Des Plaines River about 40 miles southwest of Chicago, and its economy rested on the Illinois Steel Company's large works and on the limestone quarries that had long supplied building stone. Several railroad lines crossed the city, which moved freight and workers between Chicago and the farm towns to the south and west. Residents also knew Joliet for its state penitentiary, which had stood on the city's west side since the 1850s and was a familiar presence in local life and talk. The city's rail yards, mill stacks, and church spires gave it a crowded skyline by this date, and its population was split between native-born families and the many immigrants who had come to work in the mills and quarries.
