The title "Herald, govt. workers" pairs a newspaper-style name with government employees, though the record notes that the National Photo Company supplied it and it has not been verified. The glass negative dates to about 1920, when Washington, D.C., was filling with federal clerks and other workers. The National Photo Company documented the capital's streets and people from about 1907 to 1932, and its plates came to the Library of Congress as a gift in 1947. Streaks and blemishes on this plate reflect natural deterioration of the original coatings.
