In 1917, Macon, Georgia, was a river city and railroad center whose economy rested on cotton, rail shops, and the trade that moved through its warehouses. That spring, after Congress declared war on Germany and passed the Selective Service Act, the Army chose a site near the city for a large training cantonment, which became Camp Wheeler, named for former Confederate cavalry general Joseph Wheeler. Barracks, drill fields, and supply yards rose quickly on the outskirts, and draftees and volunteers arrived by train from across Georgia and neighboring states. The camp changed daily life in Macon, bringing soldiers into local streets, boosting business for merchants and boardinghouses, and drawing the city into the national war effort. Local people knew the camp as a major new presence that reshaped both the town's economy and its sense of itself during the war.
