Cordell Hull, the Tennessee lawyer and former congressman who had become Secretary of State in March 1933, sits in conversation with President Franklin D. Roosevelt in this August 1933 view. The meeting came soon after the London Economic Conference of that summer had ended without agreement on currency or tariffs, and Hull's push for freer trade would shape the Reciprocal Trade Agreements Act of 1934. The photograph is a useful record of the working relationship between the two men at the start of the New Deal's foreign policy.
