In this December 5, 1943 photograph, President Franklin D. Roosevelt honors General Dwight D. Eisenhower with a military decoration. By then Eisenhower had led Allied forces in the North African campaign that began with the Torch landings in 1942, and his reputation was rising quickly. Scenes like this show Roosevelt in his role as commander in chief, publicly recognizing the officers directing operations overseas. The image also reflects the wider practice of wartime awards during the Second World War.
