The crowd gathered on the Capitol grounds for Franklin D. Roosevelt's second inauguration, held on January 20, 1937, was one of the largest of his era, with the lawns and steps packed with spectators in heavy winter coats. Roosevelt took the oath that day in the midst of the New Deal, a period when federal programs were reshaping how Americans worked, lived and relied on their government. Because the ceremony was moved from March to January by the Twentieth Amendment, the event marked one of the first inaugurations held under the new schedule. Pictures of such crowds are useful for studying how public ceremonies drew mass attendance before television.
