In 1914, Windsor, Vermont, was a Connecticut River town whose streets and waterfront still reflected its long life as a manufacturing center. Its machine shops and tool works drew workers from the surrounding hill farms and from the Connecticut River valley, and the rail lines that followed the river carried their output to markets across New England. That summer, war broke out in Europe, and readers of the Windsor newspapers would have followed the news in the same columns that reported local church suppers, town meetings, and school events. Vermont was then one of the most reliably Republican states in the country, and Windsor's public life centered on town government, fraternal lodges, and the Sunday church calendar.
