Cincinnati's riverfront in 1914 was the working edge of a city built on the Ohio River trade. Steamboats, barges, and freight from the upper river and from the Ohio Valley crowded the levee, and the city's factories, including its large meatpacking, tobacco, soap, and machine-tool plants, shipped goods out by water and by the Cincinnati railroad network. The Ohio was still the lifeblood of the local economy, and the river's periodic floods, including the great flood of 1913 that had only recently receded, reminded residents how closely their fortunes were tied to its moods. Cincinnati also had a strong German-American community and a lively civic culture of music, breweries, and political reform debates that shaped its public life in the years before the First World War.
