A surface lot on 14th Street behind the Department of Labor building sets this 1939 view of Washington apart from the monuments and government buildings that usually fill pictures of the capital, with rows of parked automobiles taking up the ground. By the late 1930s New Deal programs had expanded the federal workforce in the city, and more commuters were driving downtown, which made lots like this one a growing part of daily life. The image survives as a 35 mm nitrate negative from the Farm Security Administration file, and in 1944 the Office of War Information's Overseas Picture Division received it.
