This glass negative pairs Herbert Hoover with a second man named only as Davis, a title the record flags as unverified, so that identification is best treated as an open question. The picture dates to about 1921, the year Hoover became Secretary of Commerce under President Warren G. Harding, when Washington officials were settling into a new administration. The National Photo Company, a Washington firm that produced a large body of press and portrait work in that period, made the negative. Its glass plates often show streaks and clouding from the deterioration of the original coating, which may be visible here.
