Herbert Hoover, then Secretary of Commerce, is pictured breaking ground for a model house, an event the National Photo Company recorded on a glass negative dated April 23, 1923, though that date comes from unverified studio data. In the early 1920s Hoover promoted home ownership and better residential construction through the Commerce Department, so a demonstration house fit his wider goals. Herbert A. French gave the negative to the Library of Congress in 1947. Its streaks and blemishes come from deterioration in the original coating, not from the scene itself.
