Herbert Hoover, then Secretary of Commerce, and William M. Jardine, the Secretary of Agriculture, pose together at a model house, a display meant to show the public good construction and planning. In the mid-1920s Hoover was a leading advocate of home ownership and better housing, promoting these goals through the Better Homes in America movement and related campaigns. The photograph was made by Underwood & Underwood, a Washington-based studio whose news and portrait pictures were widely reproduced in newspapers of the period.
