The photograph shows Herbert Hoover, then Secretary of Commerce, calling a national radio conference in Washington in October 1926. Hoover had convened these meetings since 1922 because broadcasters were crowding the airwaves and interfering with one another, with no federal authority to sort out frequencies. The conferences pushed Congress toward the Radio Act of 1927, which created the Federal Radio Commission. The print is a press photograph from Underwood and Underwood, a commercial news photo agency that supplied images to newspapers of the era.
