Herbert Hoover appears at a child health conference on December 26, 1929, roughly nine months into his presidency. Hoover had long been concerned with children's welfare, dating to his wartime food relief work in Europe, and he later convened the 1930 White House Conference on Child Health and Protection. The picture is a glass negative from the National Photo Company, a Washington firm whose work documents officials and public events of the period. Viewers should expect streaks and other blemishes, which come from natural deterioration of the original coatings.
