Old City Hall in Norfolk, Virginia, anchors this view of a port city that depended on shipping and trade. The picture was made around 1905 on an 8 by 10 inch glass negative, a large format that gave the Detroit Publishing Company fine detail for its published views of American towns. The company sold such scenes as postcards and prints in the early 1900s. Its negatives later reached the Library of Congress through a 1949 gift from the State Historical Society of Colorado, preserving a record of how a turn-of-the-century municipal building looked from the street.
