The stair in question is the grand stairway in the north wing of the United States Capitol, drawn in ink and graphite during the years the building was being rebuilt after the British burned it in 1814. The draftsman was Benjamin Henry Latrobe, the architect who supervised much of the Capitol's construction and reconstruction, and the inscription on the sheet, "Stair in the Old Capitol," marks it as a record of the earlier building. Latrobe's office produced many such working drawings, which show how the north wing's interior was planned long before the structure took its present form.
