Colorado Springs in 1913 sat on the high plains at the foot of the Rockies, and A. J. Harlan's panorama shows a city still shaped by its mountain setting. Visitors bound for the summit of Pikes Peak usually went through nearby Manitou Springs and rode the cog railway that had been climbing the mountain since 1891. Downtown merchants catered to that tourist trade as well as to winter residents who had come for the clean, dry air, and the wide streets and open lots gave the town a spacious look. Residents would have measured the year by the mountain and its visitors.
