Ottumwa, Iowa, in 1907 was a river city of the Des Moines River valley, the seat of Wapello County, and its economy rested on coal and the railroads. Mines in the surrounding county shipped coal across the state, and the rail lines that passed through town made it a center for freight and for the men who worked the yards and shops. Its residents measured their prosperity by the whistles of trains and the output of local industry, which in those years drew workers from farms and from immigrant communities in southeast Iowa. The panoramic view records a community still expanding its brick business blocks and church spires, a town that in 1907 saw itself as a commercial and railroad hub for the region.
