The sitter here is William Mackall, identified by the caption as chief of staff to the Confederate States Army, a role he held after resigning his U.S. Army commission to join the Confederacy in 1861. Because the record dates the negative to 1860, the picture was probably made before he took that post, so the title reflects his later career rather than the moment of the exposure. The portrait was taken with the wet collodion process on a glass plate, which required the photographer to coat, expose, and develop the plate within a few minutes. The negative is attributed to David B. Woodbury, a photographer who worked in Washington and died in 1866.
