Drawn in ink on paper between 1886 and 1888, this exterior perspective belongs to the D series of presentation renderings, made to show how the Library of Congress building would look before construction. The Library was then planned for a site east of the Capitol, and its design changed several times as Congress debated cost and scale. The architects John L. Smithmeyer and Paul J. Pelz, appointed in 1873, were removed from the project in 1888, so drawings from this period record a design that was never fully built. The record does not name the draftsman.
