Bethel, Vermont, in 1913 was a small village on the White River in Windsor County, and its fortunes were tied to a state whose hill towns were losing people. Many young men and women had left Vermont for mill towns in New England and for the Midwest, so the population of places like Bethel was flat or falling. Summer boarders from the cities began to arrive in the hills, and some farm families took them in for the season, adding a new source of cash to older routines. Automobiles were still rare on the town's dirt roads, and the railroad through the valley remained the main link to larger markets and to the outside world.
