Cincinnati in 1916 was a major manufacturing city, with machine-tool shops, breweries, and meatpacking houses along the Ohio River and the rail lines that fed them. The 1913 flood had swept through the river valley only three years earlier, so much of the city's civic energy still went into protecting the waterfront and rebuilding. Automobile production was drawing new money and workers to the Midwest, and motor racing had become a popular spectacle. Crowds reached tracks like this one by streetcar and interurban, eager to see the cars and drivers that newspapers followed closely.
