Augusta, Maine, in 1900 was the state capital, sitting on the Kennebec River at the head of tidewater, where dams and mills harnessed the falls for power. The city's economy rested on manufacturing, especially textiles and paper, and the Kennebec Dam and nearby mills drew workers from farms across Kennebec County and from French-Canadian families arriving from Quebec. Railroads ran along both banks, linking the capital to Portland and to the interior, so goods and passengers moved steadily through town. Civic life centered on the State House, which had been rebuilt after a fire in 1832 and stood on the hill above the river, where legislators met each winter and the governor's office kept its business.
