A milking cow standing on the Capitol grounds is an unusual subject for a picture of the national seat of government, and that contrast is what sets this view apart from the many formal images of the building. The National Photo Company, which documented Washington street life and sights in the early twentieth century, made the negative, and the record dates it only to between 1909 and 1940. Herbert A. French gave it to the Library of Congress in 1947. Viewers should also notice the streaks and blemishes that the catalog attributes to the deterioration of the original coatings.
