Seed packets were handed out from a stand on the grounds of the Capitol, a scene that reflects a long custom in which members of Congress distributed free seeds to constituents, many of them supplied through the Department of Agriculture. The photograph was made on a glass negative around 1919 or 1920, when the National Photo Company was documenting Washington streets, buildings, and public life for sale to visitors. The plate's streaks and surface blemishes are signs of age and are worth noting when you compare the image with later prints.
