Frank B. Kellogg, the Minnesota lawyer and later Secretary of State, is shown here in a 1928 portrait by the Underwood & Underwood studio, a firm known for mass-producing news and studio photographs of public figures. The caption card's subject tags point to Latin American relations, Peru and Chile, which matches Kellogg's work at the time. He was then the leading American diplomat in the dispute between Peru and Chile over the Tacna-Arica territory, a matter that had drawn U.S. mediation for years. The portrait offers a clear view of a statesman of the late 1920s.
