The title ties this plate to a swearing-in ceremony for C. Bascom Slemp on September 4, 1923. Slemp, a former Virginia congressman, served as secretary to President Calvin Coolidge after Warren Harding's death that August. Official ceremonies like this were common subjects for the National Photo Company, a commercial studio that documented Washington and its visitors. Because the image survives as a glass negative, its surface shows streaks and blemishes from the natural breakdown of the original coating, which is worth noting when comparing it with prints made from the same plate.
