Tacoma's tideflats, shown here in January 1910, were the low, tide-washed land along Commencement Bay that the city was working to turn into industrial ground. Tacoma had grown up as the western terminus of the Northern Pacific Railway, and by 1910 its economy rested on railroads, sawmills, shipping, and the smelter that handled ore from across the Northwest. Rail lines and waterfront land were valuable, so the flats were being filled and dredged for rail yards, wharves, and factory sites. The city's population had grown quickly in the years before, and residents of the 1910s would have known Tacoma as a busy port competing with Seattle across Puget Sound.
