In 1914 Birmingham, Alabama, was a city of more than 130,000 residents, and its economy still rested on the furnaces, coal mines, and rail yards that ringed the Jones Valley. U.S. Steel's Tennessee Coal, Iron and Railroad Company, which had absorbed the older Birmingham producers, was the largest employer in the district. When war broke out in Europe that summer, the city's iron and steel makers faced disrupted export orders and uncertain prices, though the demand that followed in later years would soon reverse that worry. The city had adopted a commission form of government in 1909, and its residents were debating how to pay for streets, schools, and the growing number of neighborhoods spreading up the slopes of the valley.
