Birmingham, Alabama, in 1916 was a city of about 130,000 people, having grown more than threefold since the 1900 census. The Vulcan statue, a cast-iron figure of the Roman god of metalworking, stood on Red Mountain above the Jones Valley, an apt emblem for a town whose furnaces and mills sent smoke over the streets below. Families climbing the valley's slopes saw new houses going up in the hollows and along the ridges, often faster than paving crews and water lines could follow. City officials were wrestling with how to pay for streets, sewers, and schools as the population pressed outward. For many residents, the day still ran by the shift whistles that carried up from the works.
