Keijo was the Japanese colonial name for Seoul, the Korean capital, which Japan had ruled since 1910. This picture is dated September 9, 1945, about three weeks after Japan's surrender on August 15 and one day after U.S. forces began landing in Korea. The caption card is unverified and carries only the tags "BI" and "Aerial Ph.," so the photographer and purpose are not recorded. Even so, the overhead view captures the city's layout at the moment colonial administration was giving way to a new order.
