Few portraits in the Bain collection name a naval officer as plainly as this one, though the record notes that the title comes from caption cards and has not been verified. William Sowden Sims was a career Navy officer who commanded United States naval forces in European waters during the First World War, where he worked closely with British authorities and pushed for the convoy system against submarine attacks. Bain News Service, the New York agency that made this glass negative, supplied photographs of public figures to newspapers across the country in those years, so the picture reflects how wartime leaders reached the public. The record gives no date, so its exact moment is uncertain, but the subject places it in that period.
