The record gives this building's name only as a bracketed gap, so the corner of H and 13th Streets Southwest is the main clue to what stood there. The picture belongs to the National Photo Company Collection, a body of glass negatives made by a commercial studio that documented Washington streets and buildings in the early twentieth century. Dated to about 1918 to 1920, it shows the capital during the years when wartime expansion brought new government workers and businesses into the city. Herbert A. French gave the negative to the Library of Congress in 1947, and its surface shows the streaks typical of aging glass plates.
