Raleigh, North Carolina, in 1909 was the state capital, a town of roughly 20,000 people whose economy rested on government, trade, and the cotton and tobacco that moved through the surrounding countryside. The State College of Agriculture and Mechanic Arts, chartered by the legislature in 1887 as a land-grant school, sat on the west side of the city and had opened its doors in 1889 to train farmers, engineers, and teachers. Its campus was still growing in these years, and the college's required military drill and agricultural and mechanical courses reflected its mission to bring scientific methods to the state's farms and small industries. Across the South in this period, public colleges for white students expanded alongside segregation laws that shaped who could enroll, and that world of Jim Crow politics was part of daily life in Raleigh.
