Raleigh, North Carolina, in 1909 was a small Southern capital whose government centered on the State Capitol, a Greek Revival building completed in 1840 that stands on Union Square at the top of the city's grid of streets. The General Assembly met there in biennial sessions, so lawmakers, lobbyists, and state officials gave the downtown much of its daily life. Beyond government, the city's economy rested on railroads, which made it a junction for passengers and freight, and on the surrounding farms, while the textile and tobacco industries grew mostly in the Piedmont towns nearby. The panorama shows the Capitol and its grounds as residents of that era knew them, a civic landmark set above a town still shaped by the railroad and the state's agricultural economy.
