Raleigh, North Carolina, in 1909 was a city of a little under 20,000 people, still built around the State Capitol and the state fairgrounds that drew crowds to the annual fall fair. Electric streetcars ran along the main avenues, carrying clerks, students, and shoppers between downtown and the leafy residential streets that were spreading outward. The Governor's Mansion, completed in 1891, stood as a fixed symbol of state authority, while the city's growing number of churches, stores, and schools reflected a town expanding beyond its old limits. Residents would have measured their city by its trolleys and its fair, and by the steady arrival of new families drawn to state jobs and the trade that followed the railroads.
