Cleveland, Ohio, in April 1931 was a Great Lakes manufacturing city where steel mills, shipping on Lake Erie and the Cuyahoga River, and automobile parts plants supplied much of the region's work, even as the Depression was pushing unemployment upward. The city had just finished its Terminal Tower complex downtown, a sign of the civic ambition that also produced a large public stadium on the lakefront. That stadium, built as a municipal venture rather than a private ballpark, was meant to host baseball, football, and large public gatherings for a city that loved its sports. Residents of the time would have followed it as a bold project in hard times, and this view captures the site while the work was still underway.
