The sheet shows the ground floor of the New Congress Library, the building now known as the Library of Congress's Thomas Jefferson Building, which Congress authorized in 1886 after its book collections had long outgrown the Capitol. The plan is rendered in ink, watercolor, and colored ink on linen, a durable support often chosen for drawings that would be copied and handled repeatedly. Designed chiefly by John L. Smithmeyer and Paul J. Pelz, the building opened in 1897, and its Beaux-Arts layout of formal rooms and central axes reflects the ambitions of a young nation's public institutions.
