This is a ground-floor plan of the Library of Congress, drawn in ink with color washes on paper and preserved as a reference copy. Plans like this show how rooms, corridors, and stairs were arranged on the lowest level, which matters for a building meant to hold and move large collections. The Library's main building, the Thomas Jefferson Building, opened in 1897 after Congress authorized it in 1886, and its layout was designed to handle a growing national collection. The record does not give a date for this drawing, so its exact place in that building's history is uncertain.
