This first floor plan is labeled "New Congress Library," the name used for the building now known as the Thomas Jefferson Building in Washington, D.C. Designed by John L. Smithmeyer and Paul J. Pelz, the building went up between 1890 and 1897 because the national library had outgrown its quarters in the Capitol. The drawing is done in ink and watercolor on linen, a durable support often used for working architectural drawings of the period, and it records the design while it was still being developed.
