Butte, Montana, in 1908 was still organized around the mines that had earned it the nickname "the richest hill on earth," but the mood on the hillside was uneasy. The Panic of 1907 drove copper prices down, and many companies cut back production and shifts, leaving miners worried about steady wages. Amalgamated Copper, which had gathered many of the older Butte properties into one large corporation, was the dominant employer, and its management and the miners' union often clashed over hours and pay. The city's population of Irish, Italian, Finnish, Slavic, and other immigrant families meant that the shift whistles and changing crews set the rhythm of every street.
