Charles Edward Magoon, a lawyer who served in the Canal Zone and later in Cuba, is the subject of this portrait, which the record dates to about 1906. That year marked a turning point in his career: he had been governor of the Panama Canal Zone since 1904, and in October 1906 he became provisional governor of Cuba during the second U.S. occupation of the island. The print was copyrighted by Theodore C. Marceau of New York, so it was likely issued commercially, a common practice for portraits of public figures in that era. The date and some caption details are unverified, so the picture is best read as a record of how Magoon was presented at a moment of national interest in U.S. overseas administration.
