Few buildings in Cleveland were as central to the federal government's presence in the city as this one, which combined the post office, customs house, and federal courts under a single roof. Its heavy masonry and monumental entrance reflect the late nineteenth-century habit of giving federal offices a dignified civic face in growing American cities. The Detroit Publishing Company, which made this 5 x 7 inch glass negative between roughly 1910 and 1930, sold views of towns and landmarks across the country, so the picture was likely meant to present Cleveland as a prosperous and orderly city. The negative later came to the Library of Congress through a 1949 gift from the State Historical Society of Colorado.
