Bay City, Michigan, in 1912 was a river port at the mouth of the Saginaw, where the waterfront still served steamers and freight boats even as the region's big sawmill era had faded. Its wharves, warehouses, and rail spurs were built for an older trade, and the town was adjusting to a more varied economy of manufacturing, retail, and shipping. Like many Michigan cities at the time, Bay City was debating paved streets, municipal services, and other civic improvements, while wagons and a growing number of automobiles shared the downtown streets. Residents would have known the place as a working river city, with its identity tied to the Saginaw and to the boats and businesses that depended on it.
