Harry S. Truman stands at the center of this 1945 photograph, taken at the White House with a group of Democratic senators on April 23. It came eleven days after Franklin D. Roosevelt's death had made Truman president, so the meeting reflects the new administration's early effort to build ties with Congress. The war in Europe was drawing toward its end, and Truman was taking on decisions about the war and domestic policy with little time in office. The picture captures a transitional moment, when a vice president who had been largely outside the executive branch was learning to lead it.
