Hitler's handshake with a Dr. Neumann, as the German caption records, belongs to the visit to Memel in March 1939, when the port city and surrounding territory returned to German control after Lithuania yielded to a German ultimatum. The print was issued in Berlin in 1939 by the Verlag Heinrich Hoffmann, the publishing house of Hitler's official photographer, so it was made to show the leader's public appearances in a favorable light. Viewers today can read it as both a record of the event and a sample of how the regime circulated its own images.
