Washington delivered his first inaugural address on April 30, 1789, on a balcony overlooking Wall Street at Federal Hall in New York City, then the temporary seat of the national government. This printed page preserves the words he spoke to both houses of Congress and the crowd below, and it shows how quickly the text traveled into print as the new government took shape. The speech is brief and sober, stressing the dependence of liberty and national success on the virtue of the people and on Providence. Its modest tone set a model for the presidency that later inaugural speeches would follow.
