Few details about the people in this group survive, and the title and date come from notes on the negative sleeve that have not been independently verified. The picture does offer a glimpse of American diplomatic work in Latvia after the Baltic republic declared independence in 1918 and the United States granted it formal recognition in 1922. The National Photo Company, a Washington studio active in the early twentieth century, made many portraits of this kind, and this 4 by 5 inch glass negative reached the Library of Congress as a gift from Herbert A. French in 1947. Look closely and you may notice streaks and blemishes, the natural deterioration of the original coating on aging glass.
